  Born in 1939 in Pensa. He graduated from Pensa Art College named after K. Savitsky in 1967. Two years after the graduation from the Academy of Fine Arts, Leningrad in 1976 he continued his career working in studio of Prof. Victor Oreshnikov.

In 1982 he was invited to take part in the twelve months Russian Antarctic scientific expedition on the board of "Faddej Bellingshausen". More than 400 paintings and sketches were created after the expedition.

Wladimir Jarkin is a member of the Union of Russian Artists from 1979.

He lives in Saint Petersburg and works in the studio of marine painters, the Central Naval Museum Saint Petersburg.
